There are many opinions about the baptism with the Holy Spirit, including some that deny such a thing! The Scriptures say the following about it: While Jesus was appearing to the believers after His resurrection and before His ascension(which was about 40 days), He Had told them to wait for the promise of the Father which He said…”you heard from Me; for John baptized with water, but you will be baptized with the Holy Spirit not many days from now…” Acts 1:5.
So a few days after Jesus ascended unto Heaven all the believers had been praying together in one room called the upper room (if you visit Israel you can still view it!), when all of a sudden the sound like a mighty rushing wind came upon the room “ and they were all filled with the Holy Spirit and began to speak in other tongues as the Spirit gave them utterance.” Acts 2:4. After the Spirit fell upon the upper room, the unbelievers witnessing the believers speaking in their own tongue, even though they had no knowledge of that language, were mostly amazed while others mocked saying they were just filled with wine.
But the apostle Peter took the opportunity through a sermon, to bring the unsaved to repentance and so turning them to faith in Jesus Christ…”and Peter said to them, ‘Repent and be baptized in water every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit. For the promise is for you and for your children and for all who are far off.” Acts 2:38.
So we see that repentance, baptism in water and baptism with the Holy Spirt all come hand in hand: all to bring the world to salvation in Jesus Christ! And as it was true in the past, it is still true today and tomorrow for “Jesus Christ is the same yesterday, and today and forever.” Hebrews 13:8.
